4. Some advantages of the
investment in Khanh Hoa province:
4.1: Traffic circulation:
- Industrial zones and clusters are on the national highways and main routes of
the province including passenger travelling and goods transport vehicles.
- At present: Khanh Hoa province has comfortable sea ports for loading and
unloading goods, including Ba Ngoi, Dam Mon, Nha Trang and Hon Khoi sea port
– Ba Ngoi seaport is deep enough for big tonnage ships. Especially short –
distance container seaport in Van Phong bay, an ideal seaport for im-exporting
goods.
- So far, Khanh Hoa province is building an international airport in scheduling
for the first international flight in Cam Ranh. Nha Trang airport is convenient
for transporting goods, it is a comfortable condition for inland and out land
investors to travel by air.
4.2: Labor:
- Investors can recruit a large number of students for their managing staff such
as 1,000 graduated students from senior and 1,000 graduated students from high
school college and Universities.
- The population of Khanh Hoa province is over 1,100,000 people. In which there
are about 70% of working people. In addition, In Khanh Hoa province, students
from Universities, colleges and workers’ training centers are available for
working recruitment.
- At present, weaving salary is about 850,000 VND on average per month and
sewing salary is about 450,000 VND on average per month. Compared with ones in
Ha Noi capital and Ho Chi Minh city. Khanh Hoa is southern central city between
the two biggest national centre(Ha Noi capital and Ho Chi Minh city) with its
favorable situation, Khanh Hoa is an ideal place for investment.
II. MAIN CONTENT:
1. Market:
a.
According to the department of industry, Viet Nam’s garment and textile
manufacturers are the leading exporter of the industry with 31.6% by the highest
turnover, the annual exporting turnover is over US$ 600 million. In order to
reach the turnover above, Viet Nam’s garment and textile manufactures have to
import machinery, equipment and materials for weaving and sewing worth US$ 500
million. Viet Nam’s garment and textile manufactures still depend a lot on
importing materials from other countries. It’s unfavorable for weaving and
sewing business enterprises to run on their own. So far, there are a few
national business firms which product machinery, equipment and materials for
weaving and sewing.

According to Viet Nam’s garment and textile associations the number of business
enterprises that take part in the national weaving and sewing manufactures.
- Weaving manufactures in total: 35 run-state enterprises, 48 non–state
enterprises.
- Sewing manufactures in total: 54 run – state enterprises, 118 non – state
enterprises, 13 totally foreign invested enterprises, 9 joint – venture
enterprises, with annual sewing products: 275 million/year.
- In Khanh Hoa province:
There are: 2 garment an textile manufactures: Nha Trang weaving company and Tan
Tien weaving enterprises; 5 sewing business firms: Khanh Hoa sewing company,
Khatoco sewing factory, Truong Phat Ltd company, Minh Thang private sewing
factory. In addition there is Nha Trang joint stock sewing material company.
According to the strategic plan of Khanh Hoa sewing company and Khanh Viet
general company, in the future there are some satellite sewing companies in the
province and other neighboring provinces to use consumer goods of Tan Tien
weaving company.
So the investment of producing garment and textile materials is very crucial as
it serves the needs of national garment and textile factories and in the future
we can export them to other countries.
2. Investment place:
Being chosen from the following places:
a. Ninh Thuy Industrial Zone
Area:
It is a focal industrial zone which is equipped with good infrastructure with
207 ha at Ninh Thuy commune, Ninh Hoa district, 45 km far from Nha Trang city in
the North, near Huyndai Vinashin ship building yard and national and
international means of transport.

- Average sunny hours per year: 2482 hours.
- Average annual rainfall : 1187 mm. Rainy season is during October to December
which is about 78.4% of the annual rainfall. Dry season is during January to
August, in which there are some rain storms in April and May.
- South easterly and Southerly winds.
- Storms occur in October and November during the rainy season.
b. Small and medium sized
Industrial clusters at Dien Phu:

With 40ha at Dien Phu commune, Dien Khanh district.
- 10 km far from Nha Trang city.
- 5 km far from Dien Khanh district.
- 50 km far from Cam Ranh district.

- The highest temperature month is July with average degree of 30.30C.
- The lowest humidity month is February with average degree of 240C.
- Average humidity per year: 78%.
- The highest humidity month is November with average degree of 87%.
- The lowest humidity month is July with average degree of 72%.
- Average sunny hours per year: 2624 hours.
- The most sunny hours is May with 283 hours.
- The least sunny hours is November with 114 hours.
- Average annual rainfall 1593.4 mm.
- The most rainfall is November with 723.8 mm.
- The least rainfall is March with 0.0 mm.
In this area, there are some dry springs, far from this about 3 km in the east
is Song Cai river which is abundant in water throughout the year with the
average of 500 l/s, 300 l/s during dry season.
c. Suoi Dau industrial zone:
Area:
It is an industrial zone which is equipped with good infrastructure:electricity,
water supply, means of transport, waste water treatment systems, posts and
communications and public facilities.
It is an area with 150 hectares situated at Suoi Tan commune, Dien Khanh
district. It is on the national highway 1A and North - South railways.
Travelling by air and sea is very comfortable as it is about 25 km far from the
seaport and Nha Trang airport, it is only 35 km far from Ba Ngoi – Cam Ranh
airport in the North.
Hydro meteorology:
- Average annual temperature: 25-260C. Changes in degree are not considerable.
- Average annual rainfall: 1500 mm.
- There are south easterly and north westerly winds with the speed of 5m/s in
the dry season.
- Northerly and North easterly winds from November to February of the next year
in the winter.
d. Van Ninh 1 industrial
clusters:
Area:
- 50 hectares, Van Khanh commune, Van Ninh district.
- Next to the national highland 1A in the West.
- Next to North – South railways in the East.
- Next to Ninh Lam spring in the North.
- Nest to Tre spring in the South.
- Flat area with convenient means of transportation, 7km far from VanGia, 15 km
far from Dam Mon scheduling seaport with the national electrical net that can be
regularized for use, living and producing water is from Hoa Son lake.

e. Van Ninh II industrial
clusters

With an area of 50 ha at Van Hung commune, VanNinh district.Mountainous but flat
area, convenient means of transport, near the national electric net, which can
be regularized for use, drinking and producing water is from DaBan lake.

- The lowest of minimum temperature: 14.60C.
- Sunny hours per year: 2480 on average of 6 to 8 hours a day.
- Rainy season usually starts at September and ends at December. In four months
of raining, the rainfall reaches 80% of annual raining level.
- Average evaporation per year: 80%.
- Evaporation is equal to 1,66 of the annual rainfall.
- Average humidity: 80%.
- The highest humidity month is October: 83%.
- The lowest humidity month is July and August.
3. Manpower training:
Business firms in the industrial zones will supply trained workers for the need
of the project. If the workers need training, the budget of KhanhHoa province
will supply within one million dong per worker recruited by local authorities.

4. Other preferential policies:
Provincial people’s committee will make it possible for enterprises operating in
IZ to be priority to borrowing powers from the capital of development assistance
fund and the Branches of Commercial Bank in the province.
5. Borrowing powers and loan conditions:
Borrowing powers: from inner banks or other sources.
Money can be preferentially borrowed from the national capital on credit of
investment and development for the mechanical engineering project: Borrowing
powers is equal to the totally invested capital for the project.
Interest rate: 6.6% per year, investors don’t pay for interest rates in the
first 2 years while drawing borrowing money.
