I. MAIN PURPOSE OF THE PROJECT:
1. Its target:
to build a factory that produces and assembles motor engines, farm implements of
Khanh Hoa province and other neighboring provinces in the central coastal and
highland areas.
2. Consumption market and logical necessity.
Khanh Hoa has the most comfortable situation in all of the central coastal
provinces, as it is on the national high way 1A and North- South railways. It
also has sea- ports such as Nha Trang, Hon Khoi and Dam Mon seaports. Cam Ranh
seaport is especially used as a civil- port as permitted by the government; the
container short- distance port at Van Phong Bay is fully safe and with the depth
enough for big tonnage ships to load and unload goods. Besides that, the
government has permitted to turn Van Phong Bay into a multi economic zone.
Being up-dated and expanded, Cam Ranh airport is modern enough for Boeing
airplanes to land and take off.
Khanh Hoa is recognized the most 29th beautiful beach in the world, it is also
an ideal place for tourists and businessmen. In addition, Khanh Hoa province has
had preferential policies of investment which attract a lot of investors. In the
process of industrializing and modernizing the country: diesel engines,
electrical motors, pumping water machines, farm implements and parts of
machinery are in a great need According to the statistics of the ministry of

- The requirement of the products is in a great need by examining the first
board and the second board. All that we produce meets only 25%- 50% of the
demand of Vietnamese people. We have to spend a lot of foreign currency to
import them.
Therefore the need of building a factory that produces and assembles motor
engines, farm implements and parts of machinery is very crucial.
3. Products:

-Various kinds of pulling machines.
-Various kinds of farm implements.
-Various kinds of spare parts.
4. Material resources:
Produced in the country, imported from other countries. In the future, material
resources will be gradually nationally.
5.Investment site:
The situation of the factory is chosen from the following places:
a. Ninh Thuy Industrial Zone
Area:
It is a focal industrial zone which is equipped with good infrastructure with
207 ha at Ninh Thuy commune, Ninh Hoa district, 45 km far from Nha Trang city in
the North, near Huyndai Vinashin ship building yard and national and
international means of transport.
Hydro- meteorology:
_ Average air temperature per year: 26.60C.
_ Highest temperature: 39.50C.
_ Lowest temperature: 14.60C.
_ Total temperate : 95280.
_ Average sunny hours per year: 2482 hours.
_ Average annual rainfall : 1187 mm. Rainy season is during October to December
which is about 78.4% of the annual rainfall. Dry season is during January to
August, in which there are some rainstorms in April and May.
_ South - easterly and Southerly winds.
_ Storms occur in October and November during the rainy season.
b. Small and medium sized Industrial clusters at
Dien Phu:

With 40ha at Dien Phu commune, Dien Khanh district.
- 10 km far from Nha Trang city.
- 5 km far from Dien Khanh district.
- 50 km far from Cam Ranh district.
Hydro meteorology:

Average temperature per year 27,10C.
- The highest temperature month is July with average degree of 30,30C.
- The lowest humidity month is February with average degree of 240C.
- Average humidity per year: 78%.
- The highest humidity month is November with average degree of 87%.
- The lowest humidity month is July with average degree of 72%.
- Average sunny hours per year: 2624 hours.
- The most sunny hours is May with 283 hours.
- The least sunny hours is November with 114 hours.
- Average annual rainfall 1593.4 mm.
- The most rainfall is November with 723.8 mm.
- The least rainfall is March with 0.0 mm.
In this area, there are some dry springs, far from this about 3 km in the east
is Song Cai river which is abundant in water throughout the year with the
average of 500 l/s, 300 l/s during dry season.
c. Suoi Dau industrial zone:
Area:
It is an industrial zone which is equipped with good infrastructure:
electricity, water supply, means of transport, waste water treatment systems,
posts and communications and public facilities.
It is an area with 150 hectares situated at Suoi Tan commune, Dien Khanh
district. It is on the national highway 1A and North - South railways.
Travelling by air and sea is very comfortable as it is about 25 km far from the
seaport and Nha Trang airport, it is only 35 km far from Ba Ngoi – Cam Ranh
airport in the North.
Hydro meteorology:
Average annual temperature: 25-260C.Changes in degree are not considerable.
- Average annual rainfall: 1500 mm.
- There are south easterly and north westerly winds with the speed of 5m/s in
the dry season.
- Northerly and North easterly winds from November to February of the next year
in the winter.
d. Industrial zone in the South of Cam Ranh:
An area:
With 233,2 hectares which situated on the national highway 27B at Cam Thinh Dong
village 3 km far from the center of Cam Ranh district, 1 km far from the
national highway 1 km, 5 km far from the station and 20 km far from Cam Ranh
airport.

- The highest temperature: 390C.
- The lowest temperature: 14.40C.
- Average humidity: 78%.
- There are mainly North easterly and South westerly winds from October to April
of the next year.
- Easterly, South easterly, North westerly winds from May to September, South
westerly wind rarely occurs.
- Average rainfall: 1139 mm. Average rainy days: 89 days.
- Average sunny hours per year: 1139 hours.
6. Labour and manpower training:
There is a need of 400 workers including technical workers and engineers for
this project.
Business firms in the industrial zones will supply trained workers for the
project. If these workers need training, the budget of Khanh Hoa province will
supply within one million VND per worker who is recruited by local authorities
(There are concrete regulations of the people’s committee of Khanh Hoa
province.)
7. Other preferential policies:
The people’s committee of Khanh Hoa province enables business firm locating to
focal industrial zones to borrow money preferentially from the capital of
development assistance fund and the branches of commercial banks in the
province.
8. Borrowing powers and loan conditions
- Business firms can borrow money from inner banks or other sources.
- Money can be preferentially borrowed from the national capital on credit of
investment and development for the mechanical engineering project: Borrowing
powers is equal to the totally invested capital for the project. Interest rate:
6.6% per year, investors don’t pay for interest rates in the first 2 years while
drawing borrowing money.
- Borrowing period: maximum of 12 years.
Investors can get properties built from borrowing powers as a mortgage to insure
loaning money.
